Tender summary

This Request for Proposals (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Supported Transitional Housing, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). Niagararegion, Ontario; office. Closes July 14, 2026. Good fit if you have office contract experience.

Key requirements

• Provide supported transitional housing with individualized supports for individuals experiencing homelessness
• Operate in alignment with Housing First philosophy and client-centred approach
• Deliver services in accordance with Coordinated Access standardized process for intake, assessment, program eligibility, referral, and prioritization
• Operate as part of Niagara Region's Homelessness-Serving System
• Align with local, provincial, and federal objectives for housing and homelessness services
• Participate in system transformation activities with Niagara Region and other stakeholders
• Align with the Ten-Year Housing and Homelessness Action Plan and Niagara Region's Homelessness Services System Reviews
• Deliver services as described in Schedule A (including A-1, A-2, A-3, A-4)

Special conditions

• Must operate under rules established by the Ministry of Municipal Affairs and Housing
• Must align with Reaching Home Program requirements (Infrastructure Canada)
• Must participate in Coordinated Access as policies are developed, tested, and implemented by Niagara Region
• Multiple proponents may be awarded based on evaluation and available funding
• Must support diverse transitional populations including those transitioning from incarceration, unsafe situations, youth homelessness, child custody transitions, newcomer status, and social assistance to employment
