Tender summary
The contractor must deliver a virtual Pre-Retirement Course (webinar format) to approximately 350 Department of National Defence civilian employees in separate English and French sessions of 35–40 participants each, covering federal pension, financial planning, legal considerations, health, and lifestyle transition topics. Sessions will be delivered between September 14, 2026, and March 31, 2027.
Key requirements
- Experience delivering pre-retirement training with an additional focus on resources available to the Public Service
- Ability to deliver training in both official languages (English and French)
- Qualified facilitators with appropriate expertise in pre-retirement planning
- Course content must reflect current Federal Public Service pension legislation, benefits programs, and publicly available policies applicable to civilian employees
- Provision of a suitable replacement facilitator to ensure continuity of delivery
- All participant materials provided electronically in advance of each session in the official language of delivery
- English and French sessions must be substantively equivalent in content and duration
- Personal information must be protected in accordance with the Privacy Act
- Virtual platform must be compatible with Government of Canada standard collaboration tools, accessible from GC networks without additional software installation
- Virtual platform must comply with GC accessibility requirements and operate within GC security and firewall configurations
- Training must be deliverable across multiple time zones
- No training delivered on weekends or statutory holidays
Special conditions
- Bilingual delivery required — separate English and French sessions that are substantively equivalent in content and duration
- Course must follow a National Model ensuring consistency of core content while incorporating relevant regional supports
- Virtual platform must be accessible from Government of Canada networks without additional software installation and comply with GC security, firewall, and accessibility (AODA/GC accessibility) requirements
- Compliance with the Privacy Act for handling participant personal information
- Participants are pre-selected and approved by their chains of command — contractor must manage registrations in coordination with DND
- DND will provide minimum 48 hours notice for rescheduling
