Key requirements
- Must provide urinalysis collection services for male and female offenders in Timmins and surrounding rural areas
- Must provide a collector of the same gender as the offender providing the sample
- Must accurately label, store, and package samples to prevent contamination or tampering
- Must record time of collection, collector identification, and complete all required documentation
- Must ensure sample integrity by placing required seals, obtaining signatures, and preparing container for shipment
- Must ship samples with bill of lading to the approved laboratory
- Must collect samples in compliance with Section 66(1) of CCRA regulations and CD 566/566-11
- Must provide protective gloves to collectors
- Must complete Chain of Custody Form 1065 for every sample collected
- Must present offender with form 1064-1 prior to initial test or at beginning of new frequency
- Must complete urinalysis log sheets monthly and/or provide detailed invoice
- Must attend court hearings, auditor meetings, or meetings with CSC managers as requested
Special conditions
- Security clearance required — this contract includes security requirements
- Open only to Canadian suppliers — not subject to any trade agreement
- Collectors must be of the same gender as the offender being tested
- For tandem supervision cases, a second approved staff member must accompany the collector at private residences or isolated locations per CD 715
- Must follow National Monitoring Centre protocol for after-hours incidents
- Must comply with Section 66(1) of the Corrections and Conditional Release Act (CCRA) and CSC Commissioner's Directives CD 566 and CD 566-11

- Failure to meet security requirements
- Inability to provide gender-matched collectors
- Inability to respond to emergency requests within 3 to 4 hours
- Inability to provide a back-up collector for continuity of services
- Non-compliance with CCRA Section 66(1) or CD 566/566-11 collection procedures
