Tender summary
Provide Forklift and Mobile Elevated Work Platform (MEWP) Operator training courses leading to third-party certification for groups of offenders at Federal Correctional Institutions in New Brunswick (Dorchester Complex and Community Industries) and Nova Scotia (Springhill Institution and Nova Institution). Services are provided on an as-and-when-requested basis under up to two regional contracts.
Key requirements
- Supplier must be Canadian
- Contractor must provide sufficient instructors to facilitate Forklift and MEWP Operator training at each contracted location
- Contractor must supply all training materials including manuals, handouts, protective equipment, and cleaning supplies for equipment
- Contractor must deliver all materials and equipment to the institution location prior to course start
- Contractor must provide third-party certification upon successful course completion
- Copies of certificates for successful participants must be delivered within 21 days of course completion
- List of successful participants and course dates, locations, and participant numbers must be submitted to Designated Manager within 21 days of course completion
- Contractor must perform all work in English for Nova Scotia sites
- Contractor must perform all work in English and French at New Brunswick sites as requested
- Contractor resources must communicate orally and in writing in English, French, or both without assistance and with minimal errors
- Bidders submitting for both regions must demonstrate sufficient materials, equipment, and resources to serve all institutional sites in both regions
- Contract includes security requirements — contractor must meet CSC security requirements
Special conditions
- Security clearance required — contract includes security requirements with the Correctional Service of Canada
- Work is performed inside federal correctional institutions with offenders as trainees
- Bilingual delivery (English and French) required for New Brunswick sites
- English-only delivery required for Nova Scotia sites
- Separate contracts available for Region A (New Brunswick) and Region B (Nova Scotia); bidders may bid on one or both
- Contract period July 1, 2026 to June 30, 2027 with two optional one-year renewal periods
What disqualifies a bid
- Supplier is not Canadian
- Bidder cannot provide third-party certification for Forklift and/or MEWP Operator training
- Bidder submitting for both regions cannot demonstrate sufficient resources to serve all sites in both regions
- Failure to meet security requirements of the Correctional Service of Canada
- Inability to deliver training in both English and French at New Brunswick sites when required
