Key requirements

- Must complete Chain of Custody Form 1065 for every sample collected
- Must present offender with Form 1064-1 prior to initial test or new frequency of collection
- Must ship samples with bill of lading to approved laboratory for testing
- Must complete urinalysis log sheets monthly and/or provide detailed invoice
- Must respond within 3 to 4 hours for emergency collection requests
- Must respond within 24 hours for non-urgent collection scheduling requests
Special conditions
- Security clearance required — this contract includes security requirements
- Collectors must be the same gender as the offender (male collectors required for this requirement)
- Collections normally performed Monday to Friday, 0700–1800 hours, but weekend and after-hours collections may be requested
- Emergency collections must be fulfilled within 3 to 4 hours of notification
- Tandem supervision policy (CD 715) requires a second staff member or CSC-approved person to accompany the collector at private residences or isolated community locations
- Contractor must follow National Monitoring Centre protocol for after-hours incidents
What disqualifies a bid
- Bidder is not a Canadian supplier
- Collector is not of the same gender as the offender
- Inability to meet security requirements
- Inability to provide a backup collector to ensure continuity of services
- Inability to respond within 3 to 4 hours for emergency collection requests
- Non-compliance with Section 66(1) of the CCRA regulations and CD 566/566-11
