Key requirements
- Proponent must be on the prequalified list under RFPQ-2985-25 (EllisDon Civil Ltd., Flatiron Dragados Canada Inc., Peter Kiewit Sons ULC, Strabag Inc., or Amico Major Projects Inc.)
- Occupational Health and Safety Management System (OHSMS) certification as stated in RFP Particulars (Appendix A)
- Submission of a digital Undertaking to Bond from a recognized guarantee or surety company authorized to do business in Ontario
- Electronic bid submission only through the Region's Bids and Tenders website — hard copy submissions not accepted
- Bid must be received no later than 1:00:00 p.m. Eastern Standard Time on the closing date
Special conditions
- AODA accommodation requests must be directed to the Region's Procurement Representative at peter.hwang@york.ca
- Site visits are non-mandatory but require PPE including safety shoes, hard hat, and high-visibility vest
- Maximum 5 persons per proponent at site visits
- Attendees for the May 6, 2026 site visit must be confirmed to peter.hwang@york.ca in advance
- Proponents must identify themselves at the security gate and sign in at the Admin Building at 905 McKay Rd, Pickering, ON
- Carpooling encouraged due to limited on-site parking
What disqualifies a bid
- Bid received from a proponent not listed on the prequalified respondents list under RFPQ-2985-25
- Failure to meet OHSMS certification requirements as stated in RFP Particulars (Appendix A)
- Submission of a hard copy bid (electronic submission only accepted)
- Bid submitted after the 1:00:00 p.m. Eastern Standard Time deadline
- Failure to submit a valid digital Undertaking to Bond
