Provide professional consulting services for a feasibility study evaluating the addition of two NHL-sized ice pads to the existing South Courtice Arena, including site investigations, servicing assessments, functional programming, and a high-level order-of-magnitude cost estimate. The study is limited to the existing SCA site unless alternate site evaluation is separately authorized.

- Work must be completed in accordance with the RFP scope of work
Special conditions
- Study is strictly limited to the existing South Courtice Arena site unless Municipality separately authorizes alternate site evaluation
- If site is found not feasible, that conclusion must be formally documented
- Cost estimate must reflect preliminary/feasibility-stage accuracy of approximately ±50%
