The Town of Midland requires a consultant to design construction drawings and administer contracts for the two-phase reconstruction of Dominion Avenue, including road, sidewalk, watermain, sanitary, and storm sewer replacement/installation. Key requirements
- Consultant must design and produce construction drawings for Dominion Avenue reconstruction (Phases 1 and 2)
- Consultant must carry out Contract Administration and Inspection duties during construction in 2027 and 2028
- Design must include topographic survey
- Design must include complete Geotechnical Investigation including boreholes and soil analysis
- Soil analysis must include chemical testing of base material to determine suitable off-site uses
- Consultant must verify storm system needs along Dominion Avenue where storm sewers are not present
- Consultant must incorporate upgrades to the water system up to the property line of the water tower at 755 Dominion Avenue
- Contract Administration must include full-time inspection
- Contract Administration must include coordination between contractor, the Town, and all regulatory authorities
Special conditions
- Phase 2 design and construction cannot commence until Town's Dominion Water Tower upgrades at 755 Dominion Avenue are completed (scheduled 2026-2027)
- Consultant must assess whether dedicated storm sewers or alternative drainage methods are adequate in areas currently lacking storm sewers
- All existing drainage issues must be addressed during design
- Culverts between 840 Dominion Avenue and Eighth Street must be removed and grading confirmed to direct water to Dominion Avenue storm sewers
