Tender summary
The City of Stratford is seeking a qualified consulting firm to prepare a 10-year Recreation and Leisure Master Plan (RLMP) that provides a strategic plan and implementation framework guiding the planning, provision, management, and funding of parks, trails, open space, recreation programs, facilities, and amenities. The RLMP must also address Stratford-specific considerations including the Downtown/Grand Trunk site, soccer field land transition, growing cricket participation, and alignment with existing municipal master plans.
Key requirements
- Qualified consulting firm with demonstrated expertise in recreation and leisure master planning
- Proposal must address all standard recreation master planning components
- Must address Stratford-specific development applications under the Planning Act

- Must align RLMP with existing master plans including Sports Tourism Strategy and Municipal Cultural Plan

- Must address equitable and accessible service delivery (AODA alignment implied)
- Must consider walking and cycling access in relation to the Downtown/Grand Trunk location
- Must address tenure and security concerns related to temporary use of industrial lands for soccer fields
- Must support fiscally sustainable service delivery
- Must provide short-, medium-, and long-term priority identification
- Must include an implementation strategy, capital outlook, and monitoring framework
