Key requirements

- Conduct data analysis on past Francophone workforce demand and ability to fill vacancies
- Perform comparative analysis on projected demand forecast based on Provincial service mandates
- Analyze data from multiple sources including Statistics Canada, ChathamKentJobs.com, and Employment Ontario
- Compare Labour Market Information (LMI) and workforce development actions from comparable French-designated service centres
- Engage with specified stakeholder groups including Provincially-funded employers, school boards, post-secondary institutions, Employment Ontario providers, Chambers of Commerce, French Community Centres, Francophone Settlement Support Agencies, and Municipal services
- Provide a five-year horizon outlook on local ability to meet Francophone workforce demands
- Deliver an action plan with recommendations for workforce development from high school level to second-career transitions
- Include targeted attraction recommendations via immigration pathways and regional attraction initiatives
Special conditions
- French language proficiency or bilingual capacity likely required given the Francophone focus of the project
- Must be knowledgeable of the French Language Services Act and the December 9, 2025 Provincial service mandate announcements
- Stakeholder engagement must include French-speaking community organizations and Francophone settlement agencies
- Must engage with K-12 French-learning programs including St. Clair Catholic District School Board
