Tender summary
Natural Resources Canada seeks a contractor to provide Recipient/Contribution Agreement Audit services as defined in the Statement of Work (Annex A), for a period of three years. The contract is being established under the Professional Audit Support Services (PASS) Supply Arrangement, Stream 8.
Key requirements
- Must be a qualified Supply Arrangement Holder under E60ZQ-180001/D, Stream 8: Recipient/Contribution Agreement Audit
- Must hold a valid Designated Organization Screening (DOS) issued by the Contract Security Program (CSP), PWGSC at all times during contract performance
- All contractor personnel requiring access to PROTECTED information, assets or sensitive sites must each hold a valid RELIABILITY STATUS granted or approved by CSP, PWGSC
- Must not remove any PROTECTED information or assets from identified sites
- Must ensure personnel are aware of and comply with the no-removal restriction for PROTECTED information
- Subcontracts with security requirements must not be awarded without prior written permission of CSP, PWGSC
- Must comply with the Security Requirements Check List and Supplemental Security and Classification Guide (Annex C)
- Must comply with the Contract Security Manual (Latest Edition)
- Must be able to provide resources in the following roles: Partner/Managing Director, Project Manager/Leader, Senior Auditor, Auditor, Junior Auditor
Special conditions
- Open only to pre-qualified Supply Arrangement Holders under E60ZQ-180001/D, Stream 8
- Designated Organization Screening (DOS) required at the organizational level
- Reliability Status security clearance required for all personnel accessing PROTECTED information or sensitive sites
- Subject to the Canada-Korea Free Trade Agreement (CKFTA)
- Contract period runs from date of award to March 30, 2029
What disqualifies a bid
- Not a qualified Supply Arrangement Holder under E60ZQ-180001/D Stream 8
- Failure to hold or obtain a valid Designated Organization Screening (DOS)
- Personnel lacking valid Reliability Status when required to access PROTECTED information or sensitive sites
- Awarding subcontracts with security requirements without prior written permission from CSP, PWGSC
