Tender summary
The Correctional Service of Canada (CSC), Ontario Region requires a certified contractor to perform high-voltage equipment inspections, testing, and routine maintenance including thermographic surveys, ultrasonic surveys, automatic transfer switch maintenance, and electrical inspections at multiple federal institutions across Ontario. The contract covers two service areas and spans six years from June 1, 2026 to May 31, 2032, with inspection intervals of one, three, and six years.
Key requirements
- Contractor must be a certified contractor for high voltage inspections, testing and routine maintenance
- Qualified personnel must hold a valid NICET Minimum Level 2 certification OR NETA Minimum Level 2 certification for the duration of the contract
- Contractor's qualified personnel must include at least one of: High Voltage Electrician, High Voltage CET, Electrical Engineer, or Certified Relay Technician
- Inspections must be performed in accordance with IHSA, ANSI, IEEE, or CSA standards
- Infrared thermography must be used when inspecting for evidence of overheating
- Ultrasonic inspection must be used when inspecting for mechanical integrity, corona and arcing
- Thermographic and automatic transfer switch maintenance must be performed annually
- Balance of work must be performed at one, three, or six year intervals as specified in Scope of Work
- Annual work must be included as part of all three-year inspection period work
- All annual and three-year work must be included as part of all six-year inspection period work
- Contractor must coordinate all testing and shutdowns with CSC's Technical Authority or designated personnel
- Contractor must provide individual final reports for all maintenance, testing and inspections at each site
Special conditions
- No security requirements for this contract
- Procurement is not subject to set-asides for Indigenous Suppliers
- Procurement is not subject to any Comprehensive Land Claims Agreement
- Documents may be submitted in either official language of Canada (English or French)
- Bidders may submit a bid for one or both service areas; CSC may award up to two contracts
What disqualifies a bid
- Personnel do not hold a valid NICET Minimum Level 2 or NETA Minimum Level 2 certification
- Contractor does not include at least one qualified role: High Voltage Electrician, High Voltage CET, Electrical Engineer, or Certified Relay Technician
- Bid does not comply with all mandatory performance standards and deliverable requirements
- Supplier is not Canadian or from an applicable trading partner country
