Tender summary

Supply and delivery of computer and telephone headsets and accessories to Canada Revenue Agency employees at CRA offices across Canada on an as-and-when-requested basis. Up to four regional contracts are anticipated, each with a 2-year base period and four 1-year option periods.

Key requirements

• Bid must comply with all requirements of the bid solicitation
• Must meet all mandatory technical evaluation criteria (including M2 and M3 as revised)
• Supplier must be a Canadian supplier or supplier of an applicable trade agreement country
• Proposals must be submitted in either English or French
• Bids must be submitted via Canada Post Connect service (not directly by email)
• Indigenous businesses must certify qualification under PSIB if seeking set-aside consideration

Special conditions

• Procurement is conditionally set aside under the Procurement Strategy for Indigenous Business (PSIB) if two or more compliant Indigenous business bids are received
• Up to four separate regional contracts may be awarded (Atlantic, Quebec, Ontario, Western); Ontario region has an $85,000 CAD minimum spend commitment
• A single bidder deemed highest ranked in two or more regions will receive one consolidated contract covering those regions
• Contract includes an irrevocable CRA option to add, remove, or modify products or worksites due to legislative, policy, or program changes
• Bids must be submitted exclusively through the Canada Post Connect service initiated by emailing BRUg@cra-arc.gc.ca to open a conversation; bidders must not use their own Connect licensing agreement

What disqualifies a bid

• Bid submitted directly by email rather than through Canada Post Connect
• Bid does not meet all mandatory technical evaluation criteria
• Bidder is not a Canadian supplier or supplier of an applicable trade agreement country
• Proposal not submitted in English or French
• Indigenous business bidder fails to certify PSIB qualification when seeking set-aside consideration
