Tender summary

The Correctional Service of Canada (CORCAN) requires a contractor to deliver Fall Protection Certificate courses to federally sentenced offenders at up to nine federal institutions in British Columbia's Pacific Region. Courses must lead to third-party certification recognized by WorkSafe BC and the Board of Education BC.

Key requirements

• Deliver Fall Protection Certificate courses recognized by WorkSafe BC and Board of Education BC
• Courses must apply to various industry sectors, not just construction
• Course must be a maximum 6-hour duration
• Provide all training materials including written, practical exercises, and testing
• Provide all equipment including specialized equipment required for course delivery
• Provide educational tools and classroom supplies (binders, papers, pencils, etc.)
• Submit a list of materials and equipment with a completed Gate Pass minimum two (2) weeks prior to program start
• Ensure only Gate Pass-approved items enter and leave the institution
• Provide a copy of class list and all original certificates to the site and Project Authority with every invoice
• Provide original certificates to the site within 14 days of course completion (unless third-party standard differs)
• Provide progress reports identifying work completed within 5 business days of training completion
• Must be a Canadian supplier

Special conditions

• Security clearance required — this contract includes security requirements
• Contractor must complete a CSC-provided Gate Pass listing all materials and equipment at least two weeks before each training session
• All audiovisual media intended for delivery is subject to Project Authority pre-approval
• Solicitation is open only to Canadian suppliers
• Training is delivered inside federal correctional institutions to offenders serving federal sentences
• Site orientation and review of local security policies and procedures will be provided by CSC

What disqualifies a bid

• Non-Canadian suppliers are not eligible to bid
• Failure to meet security requirements
• Courses not recognized by WorkSafe BC and the Board of Education BC
• Inability to provide sufficient resources, equipment, and materials for all institutions in the chosen stream
• Non-compliant bid (evaluation is lowest priced compliant; non-compliant bids are rejected)
