- Minimum Corporate Security Clearance: Secret
- Minimum Resource Security Clearance: Secret
- Must supply personnel in these categories: Instructor Intermediate (TSPS 7.16), Learning Designer Intermediate (TSPS 7.2), Content Subject Matter Expert Senior (TSPS 7.3), Content Subject Matter Expert Intermediate (TSPS 7.3)
Special conditions
- Secret-level corporate security clearance required (organization must hold or obtain)
- Secret-level personnel security clearance required for all resources
- SA Holders do not need clearance at bid submission stage but must obtain prior to contract performance
- Documents may be submitted in either official language (English or French)
- RFP documents distributed directly by Contracting Authority via email, not through CanadaBuys
- Debriefing requests must be submitted within 15 working days of receiving bid solicitation results

- Not qualified under Tier 1 for the Ontario Region under the TSPS Supply Arrangement
- Not among the explicitly invited SA Holders listed in the NPP
