Tender summary
Design and construction of the Joint Intelligence Training Centre (JITC) at CFB Kingston, Ontario, consisting of an approximately 2,200 m2 two-storey secure facility with training areas, offices, and warehouse space, plus approximately 4,000 m2 of exterior works including roads, parking, fencing, utilities, and secure outdoor compound for sea-container size equipment. Estimated value is $25 million with anticipated solicitation posting September 1, 2026.
Key requirements
- Hold or obtain Facility Security Clearance (FSC) prior to contract award
- Ability to receive and store Protected and Classified project information on-site and/or at firm premises post-award
- Ability to electronically process, produce and/or store Protected and Classified information using own IT equipment post-award
- Participation in Industrial Security Program Sponsorship process through DCC
- Delivery via Modified Design-Build (MDB) model
Special conditions
- Facility Security Clearance (FSC) required — bidders must initiate sponsorship process early as clearance is not guaranteed within anticipated timelines
- Secure storage and handling of Protected and Classified information both physically and electronically post-award
- Project located within a secure area on a green-field site at CFB Kingston (military base)
- Potential Indigenous business participation component under PSIB
- Contract is conditional on DND approval to proceed — no guarantee contract will proceed
