The Canada Border Services Agency (CBSA) requires intrusion alarm monitoring and as-needed maintenance services for the Tsawwassen Container Examination Facility (TCEF) in British Columbia. The contractor must configure, test, and maintain the existing security system while providing continuous 24/7 offsite central monitoring with CBSA-approved response procedures.
Key requirements
- Provide 24/7 intrusion alarm monitoring services with an offsite Central Monitoring Station
- Central Monitoring Station must have 24/7 monitoring capacity
- Provide a backup system capable of detecting failure of the primary alarm system
- Retain alarm logs for a minimum of 2 years
- Access control restrictions at Central Monitoring Station ensuring only CBSA-approved and cleared individuals have access
- System must allow minimum 3 consecutive attempts to deactivate alarm before securing the area
- 30-second entry/exit delay programmed before alarm triggers (adjustable by CBSA)
- Provide means for CBSA users to directly communicate with Central Monitoring Station (intercom or contact number)
- CBSA Master User(s) must be able to assign PINs for supervisors and employees
- Test all alarm points to allow full takeover from previous service provider
- Configure and program existing security panel and monitoring station as needed
- Provide written report to CBSA Operations on system test results and findings
Special conditions
- Only CBSA-approved, cleared, and authorized individuals may have access to the Central Monitoring Station system
- Security clearance or CBSA authorization required for personnel accessing the monitoring system
- Contractor must on-site at a federal border facility (CBSA Tsawwassen Container Examination Facility)
- This is an Advance Contract Award Notice (ACAN) with a pre-identified supplier — other suppliers must submit a Statement of Capabilities to compete
What disqualifies a bid
- Failure to demonstrate ability to provide 24/7 offsite Central Monitoring Station
- Inability to take over intrusion alarm monitoring from the previous service provider
- Unable to meet CBSA security clearance and access control requirements for Central Monitoring Station personnel
- No statement of capabilities submitted by the ACAN closing date (results in award to pre-identified supplier)
