• Design-Builders without current SECRET clearance should immediately initiate sponsorship process through DCC's Industrial Security Program (ISP)
• Indigenous Benefits Plan (IBP) mandatory, outlining subcontracting, employment, and training opportunities for Indigenous Peoples
• Project located in Iqaluit, Nunavut — remote northern location with associated logistical considerations
• This is an Advance Procurement Notice only — not a Request for Proposals; no guarantee contract will proceed
• Security clearances are not guaranteed to be granted within anticipated timelines

What disqualifies a bid

• Failure to hold or obtain required Facility Security Clearance at SECRET level prior to contract award date
• Failure to develop an Indigenous Benefits Plan as required under the MDB contract
